What Defines A Politikal Prisoner?

This definition of “political prisoner” is illuminating. It shows how the hundreds of thousands of activists jailed during the Civil Rights protests were actually political prisoners. And how there are so many political prisoners today in America/American-controlled territory (like Guantanamo). 30-40 years ago most political prisoners were black.
